SINGAPORE – A total of 8,000 flats have been launched for sale under the joint build-to-order (BTO) and sale of balance flats (SBF) exercise.

Of these, 4,900 are BTO flats from eight projects in five non-mature towns: Choa Chu Kang, Hougang, Jurong West, Sembawang, and Woodlands.

Another 3,100 are sale of balance flats in various non-mature and mature towns.

HDB said in a release that  parents and married children can jointly apply for flats under the Multi-Generation Priority Scheme (MGPS) for BTO flats at EastBrook @ Canberra and Spring Haven @ Jurong.

In addition, 50 per cent of the SAs in Golden Mint will be set aside for eligible elderly flat applicants under the SAPS.

Under the MGPS, parents applying for an SA or 2-room flat must submit a joint application with their married child applying for a 2-room or bigger flat. They will have the opportunity of choosing flats on the same floor or elsewhere in the same project, from the pool of pre-identified flats.

Eligible first-timer households will receive up to $60,000 of housing grants, comprising the Additional CPF Housing Grant ($40,000) and Special CPF Housing Grant ($20,000).

With these grants, 2-room, 3-room and 4-room flats will be priced from $22,000, $98,000, and $208,000 respectively.

Applications for this batch of flats can be made from May 30 to June 5.

Three new housing measures announced during the 2013 Committee of Supply will also take effect.

1) Extension of Parenthood Priority Scheme (PPS) to Expectant Mothers

Under the existing Parenthood Priority Scheme (PPS),  30 per cent of  BTO flats and 50 per cent of SBF flats are set aside for first-timers who are married with a citizen child below 16 years old.

From May 30, this will be extended to married first-timers who are expecting a child.

2) Doubling the Quota of 2- and 3-room BTO Flats for Second-Timers

HDB will also double the quota of 2-room and 3-room BTO flats for second-timers in non-mature estates from 15 per cent to 30 per cent.

Out of the 30 per cent quota, 5 per cent will be set aside for second-timer applicants who are divorced/widowed with children below 16 years old under the Assistance Scheme for Second-Timers (Divorced/Widowed Parents) (ASSIST).

3) Greater Support for Elderly to Right-Size their Home

HDB also said that 50 per cent of the Studio Apartment (SA) supply in the BTO and SBF exercises will be reserved for eligible elderly applicants under the Studio Apartment Priority Scheme (SAPS).

HDB is also slated to release 3,800 BTO flats for sale in the estates of Bukit Merah, Sengkang, and Yishun in July.
